Village meetings this week
The meetings will cover infrastructure, budgets, and community projects
Officials in Rockton, South Beloit, and Roscoe will meet on December 16 - 17. Here's what's on the agendas:
Rockton Village Meetings: December 16-17, 2024
Administration Committee – Monday, 5:30 PM
The committee will review a maintenance contract with Garcea Technologies. Reports from the mayor, police chief, and the planning and development administrator.
Public Works Committee – Monday, 6:30 PM
The committee will hear project updates from the village engineer and consider approvals for:
• McGilvra Electric sewer plant repairs ($3,461.61)
• Cahoy Group’s emergency well repair ($38,805)
• Ratification of a 4” line stop for Mechanic and Green Streets ($5,355)
Budget and Finance Committee – Tuesday, 6:00 PM
The committee will review special warrants and payment recommendations and discuss Ordinance 2024-24, establishing a tax levy for fiscal year 2025-26.
Village Board of Trustees – Tuesday, 7:00 PM
The board will hear the mayor's and attorney's reports, approve Ordinance 2024-24, and swear in new police officer Joshua Graham. Committees will provide updates on police activity, emergency well repairs, and a $25,000 contribution to the Stateline Mass Transit District.
South Beloit Meetings: December 16, 2024
Public Hearing – 4:55 PM
The public hearing will address the 2024 supplemental budget ordinance and provide an opportunity for public comment.
Regular Council Meeting – 5:00 PM

The council will review claims from November 28 to December 13 and hear quarterly reports from the city administrator and commissioners. New business includes:
• Ordinance 2831: 2024 combined supplemental budget
• Resolutions for:
• General fund transfers
• Dispatch service agreement with Rockton Fire Protection District
• Engineering services for 2025 and IEPA loan projects
• Pavement core sampling for Manchester Road
• Employee pay increases and settlement agreements
The council will review revised offer letters for Jennifer Robinson, Kylie Kambolz, and Kim McKee.
Roscoe Village Meetings: December 17, 2024
Village Board of Trustees – 6:30 PM
The board will recognize Deputy Chief Tom Farrone (20 years), Sergeant Caleb Brown (10 years), and Public Works Superintendent Troy Taylor (5 years). Additional business includes:
• Treasurer’s report on year-to-date revenues and expenditures
• Renewal of a Class “D” liquor license
• Approval of:
• Ordinance 2024-13: Property tax levy
• Ordinances 2024-14 and 2024-15: Property tax abatements for 2024
• Resolution 2024-R54: Agreement with RingCentral for phone and installation services
Committee of the Whole – Following Village Board
The committee will discuss an agreement with North Park Public Water District for repainting a water tower and plans for 2025 capital projects.
