South Beloit, Rockton, and Roscoe Boards to address infrastructure, policy changes, and community projects

The South Beloit City Council, Rockton Village Board of Trustees, and Roscoe Village Board of Trustees will hold regular meetings on September 16 and 17, 2024 to discuss various issues, including infrastructure improvements, policy amendments, and community development projects.

Some of the major issues: selling city property at 723 S. Park Avenue in South Beloit, spending nearly $780 thousand for an athletic complex project in Rockton, and getting ready to accept bids for the Bridge Street Multi-use Parking Lot project in Roscoe.

Issues before the South Beloit City Council at 5 p.m.:

The South Beloit City Council will meet at 5 p.m. on September 16 at City Hall, 519 Blackhawk Blvd., with a Zoom option available. Items on the agenda include:

  • Payment of bills from August 31 to September 13, 2024.
  • Approving a Homecoming Parade on October 11 at 1:00 p.m. starting from South Beloit High School.
  • Declaring 723 S Park Ave surplus real estate and authorize its sale by sealed bid.
  • Paying for repaving the parking lot at 529 Blackhawk Blvd.
  • Authorizing support and funds commitment for a grant application to the Illinois Department of Transportation’s Transportation Enhancement Program for a bike path project.
  • A professional services agreement with Fehr Graham for inlet catch basins replacement for $14,400.
  • Paying Outsider Consulting, LLC for a Focused Leader Development Program at $3,901.
  • Paying Norwest Construction up to $9,300 to repair Dorr Road.
  • Approving Huber Technology’s quotation for repairing fine screens at the Wastewater Treatment Plant, costing up to $112,835.63.
  • Hiring Shatoria Teague as a part-time code enforcement officer at $19.00/hour.
  • Discussing the purchase or lease of real property in executive session.

Issues before the Village of Rockton Board of Trustees at 7 p.m.:

The Rockton Village Board of Trustees will meet at 7 p.m. on September 17 at Rockton Village Hall, 110 E. Main. Agenda highlights include:

  • Design review of 222 W. Main St. for Benchmark Exteriors.
  • Increasing maximum lot coverage and height for an accessory structure at 766 Crestview Ct.
  • A variance reducing the minimum front yard setback at 115 Rockton St.
  • Text amendments to the village code regarding temporary signs (Ordinance 2024-20) and swimming pools (Ordinance 2024-21).
  • Purchasing Smith & Wesson pistols and holsters for the police department at $11,545.
  • Approval of a village-wide cybersecurity incident response plan with Garcea Technologies for $15,000.
  • Approval of the low bid of $779,868.15 from Northern Illinois Service Company for the Washington Street/Athletic Complex project.
  • Paying $22,500 to Roscoe Garage Doors for new springs and cables at the Public Works Building.

Issues before the Village of Roscoe Board of Trustees at 6:30 p.m.:

The Roscoe Village Board of Trustees will convene at 6:30 p.m. on September 17 at Village Hall, 10631 Main Street. Items on the agenda include:

  • A proclamation recognizing Kids Spot for 20 years of providing gymnastics, tumble, dance, and cheer opportunities for local youth.
  • Appointing Barrick, Switzer, Long, Balsley, & Van Evera, LLP as the village attorney.
  • Review of the treasurer’s report, approval of bills, and routine financial matters.
  • Approval for the final subdivision plat of Plat 2 of Glenwood Estates.
  • Purchasing police equipment totaling $5,278.50 from Axon Enterprise.
  • Under new business, the board will consider Resolution 2024-R41 for bid specifications and bid letting for the Bridge Street Multi-use Parking Lot project.
