A Roscoe county trustee is near the center of a renewed debate over political authority in Winnebago County. Paul Arena, who represents part of Roscoe on the Winnebago County Board, leads the Republican caucus. In 2017, the country board voted to reduce the power of the previous county chairman, a post now held by Joe Chiarelli. According to the Register-Star, Loves Park Mayor Greg Jury and Rockford Mayor Tom McNamara say the current situation gives too much power to Arena and others, and that the leaders of Machesney Park, Cherry Valley, Roscoe, Rockton, South Beloit and Winnebago agree with that analysis. But according to WIFR, Arena argues, “We have a government right now that works on balance where no one person can make decisions without it being first in front of the public and agreed to by a majority of the board.”
