Plans unveiled for downtown Roscoe improvements

The Roscoe Board of Trustees convened at Village Hall, Tuesday, May 17.

Before the meeting began, President Szula recognized Village Police Chief Jamie Evans, who was   recently selected to sit on the board of the Illinois Association of Chiefs of Police (IACP).

IACP is referred to as the professional voice of law enforcement.  Their focus is on advocacy, programs, research, training and other professional services.

First on the agenda was final action on approval to enter into a contract with Schroeder Asphalt Services, Inc. for completion of the 2022 Class D Pavement Patching Program for the appropriated amount of $50,000.

Trustees approved the purchase of three 2022 Ford Police Interceptor Utility vehicles, under the terms of the Village Master Lease Agreement with  Enterprise Fleet Management, Inc. The vehicles are for use by the Roscoe Police Department.  The combined quoted price is $155,198.

Trustees approved the updated Whistleblower Protection Policy, mandated by the Public Officer Prohibited Activities Act and designating an auditing official.

The Whistleblower Protection Policy provides protection from workplace retaliation.  Employees who notice illegal practices in their organization are protected from any kind of retaliatory acts such as demotion, dismissal, reduction of hours, or denial of benefits.

Under Old Business, trustee Carol Gustafson inquired about mosquito spraying in the Village. Village Administrator Scott Sanders said notices are being sent out.

The Committee of the Whole meeting followed.


Trustees discussed and approved awarding the 2022 Residential Streets Maintenance Repair Program to Curran Contracting Company for the bid amount of $556,222. The recommendation was approved and sent to the full Board.

Trustees recommended approval of the acquisition of a 2023 GMC Sierra pickup truck, under the terms of the Village’s Master Lease Agreement with Enterprise Fleet Management, Inc.  for use by the Roscoe Police Department for the quoted price of $33,389.75.

Sanders recommended entering into an agreement with the RACVB (Rockford Area Convention and Visitors Bureau) for a public art installation, a mural, to be installed in downtown Roscoe.  Sanders also recommended Thomas Agran be commissioned to paint the mural.

Sanders said the large gray Masonic Building at 10536 Main Street which houses Mary’s Shear Artistry would be the best location. The building faces north and would be protected from sun-fading, and is located in the heart of Main Street Roscoe.

Other possibilities were Main Street Cabinets, the former Dollar General store on Elevator Road, and the Midland States Bank building on Hononegah Road.

After discussion, trustees voted for approval and to send the recommendation to the full Board.

The purchase of a 2022 Vermeer 12" capacity drum brush chipper for $45,810.32.

The next Roscoe Village meeting, beginning at 6:30 PM, is scheduled for June 7, 2022.
