The South Beloit city council voted 3-1 to grant a special use permit for a facility that would produce organic fertilizer.

Council member Ryan Adleman, who originally voted no to the proposal at the April 6, 2026 city council meeting, made the motion to vote with council member Courtney Prentice seconding it. In a role call vote, council members Adleman, Prentice, and Mayor Tom Fitzgerald voted yea. Council member Ken Morse voted nay. Council member Brian Hedrington was absent.

In a phone call, South Beloit city clerk Megan Reff said the permit petitioner will have to apply for a business license with the City of South Beloit in order to open and operate his facility.

Preceding the vote, the city scheduled a special 30-minute presentation from Adam Elbrichi regarding the technical production of soil additives at the Elmwood property.
