Vote‑By‑Mail Ballots Begin Mailing September 24; Clerk Gummow Urges Voters to Plan Ahead

With the November 3, 2026 General Election approaching, Winnebago County Clerk Lori Gummow is reminding residents that Vote By Mail (VBM) ballots will begin mailing Thursday, September 24, the first day Illinois election authorities are permitted to send ballots to voters who have applied.

Gummow emphasized that voters should not expect their ballot before that date, noting that her office is following the same established procedures used in past elections. “Everything is in place for VBM, and our office will continue processing and mailing ballots according to the same established procedures we have used in previous elections,” she said.

Postal Service Changes Prompt Call for Patience

The U.S. Postal Service has implemented changes to its mail processing and transportation operations ahead of the 2026 election cycle. As a result, both election officials and voters are being encouraged to allow additional time when relying on the mail for election materials.

Gummow’s office advises voters to expect 10 to 14 days for their ballot to arrive after mailing. A ballot that does not show up immediately after September 24 does not indicate a problem with the voter’s application.

Return Ballots Early and Follow Instructions Carefully

The Clerk’s Office is urging voters to return completed ballots as early as possible, especially those choosing to mail them back. Voters should pay close attention to the return instructions included with their ballot to ensure proper processing.

“Our message is simple: ballots begin mailing September 24, and we ask everyone to please allow sufficient time for postal delivery,” Gummow said. “Our office is committed to making sure voters have the information and opportunity they need to participate in the November 3 election.”

Early Voting Also Begins September 24

Illinois voters may also choose to vote early in person. Early voting opens September 24 at the election authority’s office, with additional locations opening according to the published schedule. On Election Day, voters should visit their designated precinct.
