The city also must vote on licenses for any employees who serve alcohol.

At 4:55 p.m. Tuesday, July 6, the members of the South Beloit Liquor Commission will meet to discuss/approve a "Liquor License for Seed Real Estate, LLC. Hidden Creek Series."

Five minutes later, the same people, this time as the South Beloit City Council, will continue meeting to discuss, among other issues, "Ordinance 2630 approving a Class A, and Class J Liquor License for Seed Real Estate, LLC Hidden Creek Series." The agenda originally said it was for a Boutique Gaming (BG) Liquor License, but the City corrected that mistake. The City Council will also consider the approval of "Business Licenses" and "Miscellaneous Licenses" to Hidden Creek Estates.

Also, since all employees who serve alcohol must be granted "RLE's" (Registration as Employee: Retail Liquor),  the City Council must vote on licenses for Hidden Creek Estates General Manager Aaron Frank, his sister and brother-in-law Kimberly and Jared Malavolti, and employee Olivia Cimino. Three employees of Quick Hit Slots have also requested RLE's.

Hidden Creek Estates has always denied any interest in operating a full bar or restaurant, but hopes to open their wine bar to the community one or two afternoons and evenings a week. With the proper licenses, alcohol could be served at wedding receptions and special events.

The South Beloit Code of Ordinances Sec. 6-82 says that a Class A license is for a business where "at least 50 percent of gross receipts shall be from the sale of alcoholic liquors." A  Class J license is for a "rental hall/banquet hall business... Class J license holders must close their place of business to the public between the hours of 12:00 a.m. and 12:00 p.m. every day of the week." Both licenses would only allow alcohol consumption on the premises.

At Tuesday's meeting, the City Council will also discuss adding "Methadone Clinic" as a new type of Special Use Permit for the (CG) District, then approving a Methadone Clinic at 1409 Pate Plaza, South Beloit. Methadone is traditionally used in treating opioid addictions.

Also, the Sunnyside cannabis dispensary in South Beloit wants the City to reconsider a request for a "freestanding electronic message sign and pylon sign in excess of height and size limits."
