Hawley was Deputy Chief before he was named Chief of Police.

Before the Roscoe Village meeting began, friends, family, members of the Roscoe Police Department and Harlem Roscoe Fire Department filled the village hall on Tuesday, April 4, 2023, to witness the swearing in of the new police chief – Sam Hawley.  Village President Mark Szula and members of the board of trustees selected Hawley for the position, following the resignation of Chief Jamie Evans due to health issues.

Hawley’s wife, Jennifer, pinned on his badge certifying that is now Roscoe's Chief of Police.

Both Hawley and retiring Chief Evans began their law enforcement careers almost 25 years ago.

Hawley has gone through the ranks as patrolman, corporal, detective and deputy chief and interim chief.

“I was pretty young when I was hired. I turned 21 while at the police academy.” After three months of training, Hawley came home to Roscoe and took up his beginning rank as a patrolman.

“It has been a smooth transition.  Chief Evans has prepared me for this role since I became deputy chief. She has managed to be a friend to everyone.”

Evans said Hawley will be a good leader. “He was the most logical person to step into the role of chief. He has the experience and desire to lead.”

Hawley was born and raised in Beloit. He went through the Beloit school system, graduating from Beloit Memorial High School. He has a degree in Police Science from Blackhawk Technical College.

He is married to Jennifer Hawley and has two grown daughters.

His brother is a criminal investigator in the Department of Justice in Madison, WI.

“My goal is to continue the level the current level of policing in the village. Chief Evans has elevated the department and made Roscoe a safe community. I want to continue to make Roscoe a secure place to live.”
