Roscoe Village trustees approve purchases and upgrades
Fehr-Graham will provide engineering services for the paving and reconstruction of the Village of Roscoe Public Works parking lot, next to Swanson Park.

At their Feb. 1 meeting, Village of Roscoe trustees approved a resolution authorizing a five-year lease agreement with Axon Enterprises Inc. to provide and maintain body cameras, tasers, redaction software, cloud storage and related miscellaneous equipment for the police department. The quoted annual price was $30,742 or $153,710 over a five-year term.

The trustees authorized entering into an agreement with Fehr-Graham for professional engineering services (design, bidding, administration and testing) for the paving and reconstruction of the Public Works parking lot, next to Swanson Park, for the quoted price of $32,800.

Also approved was an agreement with Fehr-Graham for engineering services for design, bidding and testing for construction of sidewalks and ADA ramps in Shepherd Hills at the intersection of Montadale and Karakul, for the quoted price of $11,800.

The board also approved a zoning map amendment from CB (Commercial General) to RM (Multifamily Residential). The property is at 5091 Edgemere Terrace, behind Walgreens. Village officials said there is adequate land to build a three-family and a two-family apartment complex on the property.

New Business:

Trustees discussed options to entering into an alternate supply agreement for natural gas service to Village-owned buildings and facilities. The present cost of natural gas has risen  considerably.

Rock River Energy Services selected bids from five companies.  The lowest bid was from Santana Energy Services, but the board decided not to accept any of them. “Our consultant (Rock River Energy) advised us that all of the bids submitted were spiked (high), and that we should hold off for a while.” Village Administrator Scott Sanders said.

Corporal Billy Weston, Roscoe Police Department Zoning Enforcer, was granted an extension on authorized sick leave.  Weston will return to the police department on Feb. 23.

Trustees authorized entering into a joint agreement  with the City of South Beloit for 2022 municipal engineering services. Fehr Graham Engineering and Environmental quoted the Village of Roscoe a price of $76,800.

Final approval was given for the purchase of a Cat 2022 926M Wheel Loader for the Roscoe Public Works department, with a 60-month financing agreement for the purchase amount of $204,410, or $27,618 per year.  The old loader will be sold at auction.

Trustees discussed an agreement with Fehr-Graham for engineering services (design, bidding, administration and testing) for the paving and regrading of the Porter Park parking lot for the price of $18,3000.00

Board members agreed to a resolution authorizing the purchase of a 2016 HR800 Jacobsen 16’ rotary mower with 24-month warranty for the price of $80,664.

The board discussed and recommended authorizing the purchase of bituminous crack sealing materials and rental of associated equipment for $13,891

The Committee of the Whole recommendations will be sent to the regular Board to be voted on at the Feb. 15 meeting, beginning at 6:30 P.M.
