Roscoe Trustees approve intergovernmental agreement
The Village's share of the grant will pay for designs for Willowbrook.
There were not a lot of issues to cover at the Roscoe Village meeting on Tuesday, Sept. 7. Trustees considered street improvements, abandoned buildings, tobacco age limits, and Willowbrook Road development.
First on the agenda was the presentation of a plaque proclaiming Sept 17-23, as “Constitution Week.”
Daughters of the Revolution (DAR) representative Sue Miller said the date commemorates America’s most important document – the United States Constitution. The original document was signed Sept. 17, 1787.
An intergovernmental agreement between the County of Winnebago, the City of South Beloit and the Villages of Roscoe, Rockton and Cherry Valley was unanimously approved. The municipalities will share in the $2 million DCEO Grant.
The grant will allow Roscoe to fund a $100,000 design contract for Willowbrook Rd.
The Committee of the Whole meeting followed the General Board meeting.
Trustees discussed and approved additional work for the 2021 Residential Streets Program for an amount not to exceed $250,000.00. Rock Rd Contractors, Beloit, will begin work Sept. 13.
Village Administrator Scott Sanders recommended that the Village become members of the Region One Planning Council Land Bank program. Sanders said Land Banks look at taking over and re-selling abandoned vacant buildings after the private sector has been offered the opportunity to purchase the property.
“Being a member of Land Bank would give us clean and clear title to the property and would allow us to choose who can buy the property,” Sanders said. “They usually honor the wishes of the municipality.”
A motion was made to appoint a trustee to serve on the Land Bank Board. There is no cost involved to the Village.
Village Attorney Josef Kurlinkus said the Village does not have much property eligible for the Land Bank.
The issue will be sent to the full Board and voted on at the Sept. 21, meeting.
Trustees recommended approval of amending the Village Tobacco Ordinance, changing the legal age for smoking, vaping, processing, purchasing or selling tobacco from age 18 to age 21.
Roscoe residents are encouraged to attend the next Village meeting, Sept. 21, beginning at 6:30 p.m.
