Roscoe seeking three grants to improve the Village
One grant would cover 80% of the cost to develop a streetscape on Main Street.
At a special meeting, Tuesday, Sept 27, Roscoe Village trustees voted 6-0 to apply for three separate improvement and beautification grants for Main Street, Porter Park, and Leland Park projects.
One application is for an Illinois Transportation Enhancement Program (ITEP) grant to develop a streetscape on Main Street in Roscoe. The ITEP Grant is a reimbursement program that requires an inter-agency/joint funding agreement.
Total estimated project costs are $3,586,675. The ITEP grant would cover 80% of the cost. The Village’s commitment would be $717,335.

The project involves development of a wholistic, multi-use streetscape adjacent to a .55 mile stretch of Main Street. Project components include, but are not limited to, construction of new concrete sidewalks, new bituminous multi-use recreational path, construction of a new pedestrian bridge over South Kinnikinnick Creek, storm sewer extensions, utility relocations, path lighting, benches, trash receptacles, signage and landscaping, and other related miscellaneous items.
The Village is also applying for two Open Space Acquisition and Development (OSLAD) grants, which would cover 50% of the costs for two projects.
The first OSLAD grant would be for Porter Park - Phase 2, to develop the open land that was recently donated to the Village, adjacent to the existing Porter Park. Project components include, but are not limited to, development of a new dog park and agility course, construction of a new parking lot, new water main and service extensions, new sanitary sewer connections, additional disc golf holes (tees and baskets), tree clearing, turf establishments and landscaping, pedestrian paths, fitness stations, volleyball courts and other related miscellaneous items.
The total estimated project cost is $643,500. Total Village commitment is $321,750 (50%).
The Village is seeking a second OSLAD grant to develop a new community “splash park” within the existing Leland Park. Project components include, but are not limited to, installation of new splash pad equipment, a new concrete splash park play surface, new water service extensions, new sanitary sewer drainage connections, turf establishments and landscaping and other related miscellaneous items.
Total estimated project cost: $269,900
Total Village commitment - $134,950 (50 %)
