Meet Stacy Mallicoat: Village of Roscoe Trustee candidate

Why did you decide to run?
This is such an important question that every person running for public office should answer. For me, the incentive came in 2007. The decision to run for Village of Roscoe Trustee was made when I saw the community I love and grew up in was heading in a downward trend. The budget was in bad shape, and streets/parks were in disrepair. The Board discouraged businesses from opening within the Village (Walmart turned to Rockton, Staples to Beloit, etc) by setting unreasonable goals while also not working with the citizens or listening to their concerns. Two out of three parks were under investigation to be condemned, both Public Works and Police had outdated equipment, and there was no Board support. Seeing all these things, I knew something had to change, and I wanted to be part of starting forward movement and stopping the decline. Now these many years later, the community has a 6-month budget reserve along with new vehicles and updated equipment. Plus, two new park lands with room for two more, including land for the Porter Park expansion (funded in part by a grant). I hope the citizens will see the need to keep this momentum going and re-elect me on April 1st.
Tell us about your background and accomplishments that you bring to the table.
I have served the Village for the last 30 years. Starting as a Police and Fire commissioner in the early '90's, transitioning to the Zoning Board of Appeals commissioner, and then moving into a Village Board trustee in 2007. I am an engineer by profession. With my years of community service, I feel I have what it takes to help lead Roscoe into the future and serve our community with the professionalism and dedication it deserves.
As stated before, the Village now has a 6-month reserve for the first time in years. With a new fleet management system in place, our Police Department and Public Works now have new equipment with cost control measures.
The community now enjoys two new parks with enough land to expand for another two more. Village residents of all ages have local destinations for leisure activities in the community itself, all obtained without increasing the tax burden to the citizens.
During my time serving on the Village Board, the Village website was updated, making it easier for citizens to find the information needed to navigate their own home improvement projects. I also added a social media presence to the Village to make information flow more easily to our citizens by launching a Facebook page.
In 2024, I voted no on a 3-million-dollar deficit budget.
Now, in 2025, I voted no on a 4-million dollar deficit budget.
These budget plans allocated taxpayer funds into accounts with undefined contingency line items. This is not how the community continues forward momentum.
What do you hope to accomplish in this office in the future?
When re-elected as Trustee for an additional four years, I will continue to dedicate myself to encouraging businesses to open in Roscoe. Plans for the Porter Park expansion are in place with physical improvements to begin in 2025. Kick off recreational development in two subdivisions that badly need community leisure facilities. I will continue to listen and support our citizens. I will push to keep improving our streets and build a true Main Street for our downtown.
Why should people vote for you?
I have 30 years of proven leadership with a history on where I stand on the topics. I will continue to work hard to support and fight for our citizens. I know how to stay within a budget and keep taxes low. I have brought in new business and supported our existing business. I support our youth groups, making sure kids have a place for sports, and our parks are usable by everyone. I will continue to ensure we have balanced residential growth and that the ordinances work for everyone, not just a select few. I will push for both a strategic and land use plan so the citizens can see where/how the Village will grow - keeping it all open and forthcoming, not hiding behind closed doors.
Over my tenure, I have served with five different administrations. I have experience in working with different points of view to make sure the citizens come first, not just a select group.
