Here’s what’s on the agenda for Roscoe trustees this week

The Roscoe Village Board of Trustees will meet at 6:30 p.m. Tuesday, Feb. 17 at Village Hall, 10631 Main St. A Committee of the Whole meeting is scheduled immediately following the board meeting.

Village Board meeting

Trustees will decide whether to take over maintenance of completed roads and utilities in Hawks Pointe Plat 5.

According to agenda materials, required improvements — including sanitary sewer, water main, roadways, storm sewer, sidewalks and street lights — have been inspected and are substantially complete.

If approved, the village would assume responsibility for maintaining the infrastructure . The developer has submitted a $208,514.88 letter of credit, equal to 20% of construction costs, to cover potential defects in materials or workmanship for two years.

Trustees will also consider approving a settlement related to the May 26, 2025 structural failure of the shade trellis installed as part of the Bridge Street parking lot and outdoor space project. The village alleged the failure was tied to design deficiencies.

Under the proposed agreement, Place Foundry Design, PLLC would pay the village $145,899.55 within 30 days of the agreement’s effective date.

The board is also scheduled to approve a $24,975 payment to Norwest Construction for work completed under the 2024 Residential Streets Program.

Trustees will review a special event permit request from VFW Post 2955 for the Memorial Day Parade planned for May 25 at 10 a.m.

The parade would begin at Village Hall, travel north on Main Street to Harrison Street and continue to the cemetery for a memorial ceremony. Road closures are expected to begin at 9 a.m. and include Main Street from Bridge Street to Harrison Street and Harrison Street from Main Street to 6th Street.

Committee of the Whole

Immediately following the board meeting, trustees will discuss a permit request for the Roscoe Community Market, proposed for the Liberty Lot twice monthly from May through September from 11 a.m. to 3 p.m.

Trustees will also review zoning requests involving the Rogers Ready Mix property at 14165 N. 2nd St.

The applicant, VCN Prairie LLC, is seeking to rezone part of the property to General Industrial to align with existing ready-mix concrete and extraction operations. Trustees will also consider changes to the property’s special use permit to modify previously approved site plans and extend the duration of the permit.

The Zoning Board of Appeals voted 6-0 on Feb. 11 to recommend approval.

The committee will also review proposed amendments to several sections of the village zoning code, including architectural review requirements and various commercial, industrial and signage provisions. The ZBA also recommended approval of those changes on a 6-0 vote.

An additional discussion item includes the potential purchase of 55 American pole flags for Main Street from Allegiance Flag Supply for $6,455.
