Municipal agendas for South Beloit, Rockton, and Roscoe

The City of South Beloit added a new ordinance during their Aug. 5, 2024 council meeting to allow some residents to have chickens in certain residential areas. They also discussed  Jesse Contreras's application for a haunted house at The Fitness Zone on Progressive Lane, near Dollar General south of Prairie Hill, as a "temporary special amusement event." 

Other items on the agenda:

  • Retroactively approving a Compliance Commitment Agreement between the Illinois EPA and the City of South Beloit regarding Violation Notice W-2024-50078
  • Reappointing Members to the Library Board
  • Authorizing the City Administrator to draft and send a termination letter to Smith Oil terminating the Fuel Supply Agreement
  • Approving Fehr Graham to submit an ITEP Application
  • Giving a $500 sponsorship for Nature at the Confluence from the Parks and Rec Board

At Tuesday's Village of Rockton board meeting, Mayor John Peterson will recommend the reappointment of Amanda McMahon to the Stateline Mass Transit District (SMTD) Board, the approval of  August 3 as “Talcott Family Heritage Day,” and the proclamation of “Illinois Municipal Treasurer’s Week.” The board is expected to approve the Rockton Lions Club “Jack Lovejoy Memorial Golf Outing” for Saturday, September 7, 2024 from 8 a.m. to 5 p.m. at Macktown Forest Preserve

The Village of Roscoe changed its meeting night from Tuesday to Wednesday this week, because of National Night Out on Tuesday. The board is expected to approve a liquor license for Poison Ivy Pub, who has sold beer at the Lions Club Fall Festival for years. Whiskey Hotel Barbecue has requested a full liquor license, on premise only, at 5522 Elevator Road in Roscoe. And Mary’s Market catering and event center in Roscoe has requested a full liquor license, on and off premises.

The board is expected to approve special event permits for the Lions Club Fall Festival at Leland Park, September 6-8, 2024, and the Stateline Disc Golf Association (SDGA) Open Presented by Nick Sommer, Country Financial, to be held at Porter Park on September 28, 2024.

Roscoe Police Chief Sam Hawley is asking the board to approve a labor agreement for police sergeants. Work on the contract was begun in 2020 at the same time as the Fraternal Order of Police contract for patrol officers. The updated agreement would provide legal representation to sergeants to cover actions performed in their official capacity.

Under new business, the board will discuss spending up to $15,000 for materials for concrete work and railing installation at the RRL Jr. Indians concessions building at Riverside Park.

The board also wants to provide $60,000 this fall to pay for the Hononegah High School construction trades class to build five small buildings for the Village's small business incubators project at Main Street and Hodges Run. When completed, Place Foundry anticipates the space will be a "dynamic community hub featuring pop-up retail shops and a natural playscape." Until the site is ready, Lensing Storage has donated space to store the buildings. 

The board is also expected to appropriate $7,000 for Place Foundry to prepare a grant application [PDF] for the Illinois DCEO "Rebuild Downtowns & Main Streets/RISE Grant" to help pay for the project. Village Administrator Josef Kurlinkus says, "Though a highly competitive grant, we believe that the Village’s small business incubator project is a strong contender under the scope of the grant."
