Community updates: Village meetings in Rockton, Roscoe, and South Beloit this week

Village officials in Rockton, Roscoe, and South Beloit have full agendas this first week of February 2025, covering infrastructure repairs, zoning updates, liquor licenses, and upcoming events. Here’s what’s scheduled and where to attend.

Rockton

On Monday, February 3, 2025, the Administration Committee meets at 5:30 PM at Rockton Village Hall (110 East Main Street) to discuss the FIBS TIF Agreement and review Resolution 2025-103, which proposes updates to the Employee Benefits Handbook regarding security camera use.

At 6:30 PM, the Public Works Committee will review emergency repairs to Well #10, totaling $72,112.50, and approve the installation of two bathroom blowers at the Rockton Athletic Complex for $2,455.

On Tuesday, February 4, the Budget and Finance Committee meets at 6:00 PM to review special warrants and payment recommendations.

The Village Board Meeting follows at 7:00 PM, where trustees will discuss legal service rates for 2025 with Sosnowski Szeto, LLP, finalize approval for the Well #10 repairs, and review Resolution 2025-103.

Roscoe

The Village Board of Trustees meets on Tuesday, February 4, at 6:30 PM at Village Hall (10631 Main Street). Ian Palzkill will be sworn in as a Village of Roscoe Police Officer.

Trustees will discuss Ordinance 2025-01, which updates licensing fees for video gaming terminals, and Ordinance 2025-02, which approves a special use permit for R & L Auto Body at 5414 Edith Lane. The board will also consider creating a document to solicit redevelopment proposals for 11243 Main Street.

Immediately after, the Committee of the Whole will discuss the FY2025 Budget & Appropriations, consider extending the Tree Care Enterprises, Inc. contract for tree maintenance and removal, review an alternate natural gas supply agreement for village-owned facilities, and hear Trustee Wright’s proposal for a new village-sponsored summer event. Trustee Plock will lead a discussion on the Committee of the Whole’s structure.


South Beloit

On Monday, February 3, the Liquor Commission Hearing takes place at 4:45 PM at City Hall (519 Blackhawk Blvd.) to determine whether to revoke or suspend Class D liquor licenses for two GPM Midwest Fas Mart locations at 15766 Manchester Road and 5232 Shirland Avenue. The commission will also review a request for a Class G Liquor License for Everett’s Wines, Spirits, & Beer.

The Regular Council Meeting follows at 5:00 PM at City Hall, where trustees will approve claims for January 18-31, 2025, review a zoning amendment, and discuss an ordinance prohibiting the sale of unregulated cannabis-infused food and beverages. 

Trustees will also vote on several infrastructure projects, including:

• $18,600 for jetting services with McVac Hydro Excavating, Inc.

• $19,020 for new garage doors at public properties.

• $20,057 for wastewater treatment plant repairs with Xylem Water Solutions USA, Inc.

Trustees will also review a memorandum of understanding with the Illinois Council of Police to amend Appendix A of the Collective Bargaining Agreement, correcting a clerical error regarding employee wages.
