About the race for Winnebago County Clerk
Two candidates are running for Winnebago County Clerk in the June 28 Republican primary election.
In the Republican primary election for Winnebago County Clerk, incumbent Lori Gummow faces challenger Michael Delgado. No Democratic candidate filed for the post, so the winner of the June 28 Republican primary election will hold the office.
We asked each candidate to tell us why they should be elected as County Clerk.

Delgado has been a Winnebago County corrections officer for 17 years and the vice president of AFSCME Local 473 for 12 years.
Gummow was the founding director of the Keep Northern Illinois Beautiful (KNIB) and has served as Winnebago County Clerk since 2018.

The Winnebago County Clerk is responsible for maintaining the public records of Winnebago County in the areas of elections, vital records, taxes, and board records. The office was combined with the Recorder's Office in December 2020.
- The Clerk's office manages all the elections outside of Rockford city limits and trains election judges for each precinct.
- The office handles licenses and certificates for the County, such as marriage & civil union, birth, death, DBA/business, liquor in unincorporated areas, amusement, raffle, hotel/motel and notary.
- The tax division of the office annually calculates tax rates and collects past due taxes.
- The office serves as the Clerk of the County Board of Trustees, attending all County Board meetings, managing the County records, and maintaining permanent files of all meeting minutes, resolutions, and ordinances.
